Proper treatment for disability groups such as equality in obtaining various optimal public services,
both health, education, and employment, should be an appropriate thing to do. In the case of the
educational sector, the disability group could attend the special school (SLB) separated from
regular formal education. Some people often exploit the condition of disability groups as objects
of criminalization, such as fraud and sexual violence. This research conducted to explore the
results of the implementation of educational communication based on reproductive health for the
group of people with disabilities (mental retardation). The effort is to minimize sexual violence for
intellectually disabled adolescents in West Java through gradual and continuous implementation of
comic as communication media. This research uses the method of both quantitative and qualitative
with descriptive studies. The data collection techniques are done through questionnaires,
observations, and literature studies. Respondents of this study are individuals involved in the field
of disability education, and parents of students with disabilities in the West Java region. The results
show that communication media in the form of comics can be used as a guide for teachers and
parents who have children with intellectual disabilities, it is easily can be understood as it contains
colorful pictorial information about steps to anticipate sexual abuse in children with disabilities.
Comic media is regarded as the most suitable tool to deliver messages about reproductive health,
especially in the world of inclusive education. Communication media used by parents and schools
other than comics should be improved in terms of the quality of delivering information in the form
of audio-visual or films.
