In order to implement the public information disclosure policy (Law No. 14 of 2008), the West Java Provincial Government formed the Information Management and Documentation Officer (PPID) and the Regional Information Commission (KID) within the West Java Provincial Government. However, the public is not satisfied with the information services provided, this can be seen from the high level of public information disputes in West Java. This study aims to determine the factors that weaken the implementation of these policies. From the results of the study, it was found that
regarding the factors that cause the implementation of KIP policies to be ineffective, namely: (1) inadequate organizational structure and implementing authority; (2) socialization of policy implementation to the target target (community) is not carried out properly and widely; (3) an action program that is not comprehensive and complete in accordance with the law; (4) Insufficient resources to finance operational activities; and (5) understanding of public information disclosure policy has not opened a closed mindset so that the atmosphere of openness is not implemented properly as expected. Suggestions that can be put forward in this research are (1) it is necessary to form a special organizational structure by forming the main PPID, secretary of PPID, and assistant PPID so that public information services are more systematic, coordinated and synergistic; (2) conduct effective socialization to the public regarding the mechanism and procedures for requesting public information; (3)
Increase resources such as equipping and updating facilities and infrastructure and utilization of ICT, as well as providing a special budget for the implementation of PPID functions including costs for coordination, information services and socialization; (4) the importance of instilling a common understanding of the importance of public information disclosure in the minds of the apparatus, so that transparency and accountability can be realized.
