The Partnership and Community Development Program is a concept of implementing Social Responsibility that is carried out by all SOEs. The Partnership Program includes providing capital assistance to MSMEs that have potential and prospects for development. The target to be achieved is to increase entrepreneurial and managerial skills as well as increase in production, marketing and other capabilities so that the SMEs that are fostered can become independent and thriving businesses. In line with this, PT Pindad (Persero) established a Leading Partner Development Program to accommodate MSMEs that are ready to be independent. The impact experienced by the targets on this program led Pindad to win an award at the 3rd ICSRA event in 2019. In this program it can be seen that the communication that exists between Pindad and MSMEs goes well and gains acceptance and the communication that is carried out is not patronizing. This type of research is case study research with qualitative data types with the aim of knowing how information search is done, how the approach is done, how communication is in program implementation, and what kind of communication is used in program evaluation. Data collection techniques used were interviews, observation, and literature study with data validity techniques of source triangulation. The results of this study reveal that information search is carried out in accordance with the information search model proposed by David Ellis with the stages of starting, chaining, differentiating, browsing, monitoring, and extracting. The approach is Informative and Persuasive which is a proactive, reactive and accommodative response. The implementation of the Leading Partner Development Program is an advanced stage of MSME development, the division of labor is carried out using a quality approach. The evaluation was carried out using a questionnaire and monitoring. Evaluation is also carried out on the implementation of schedules, targets, goals, and budgets.
