Party political communication in the era of open information becomes a challenge. This study aims to determine the West Java PKS political communication strategy in building a culture of transparency and financial accountability of political parties in reporting campaign funds. The research approach used is qualitative with the case study method. The results showed that the West Java PKS political communication strategy in building a culture of transparency and accountability in reporting campaign funds for the 2019 election included at least 6 things, namely analysis of PKS campaign fund reports, transparency as a constitutional mandate and public rights, political communication channels and strategies, political culture in reporting transparency campaign funds, obstacles, and the development of a campaign finance system (Sidakam). The culture of transparency and accountability in reporting campaign funds, especially in West Java, can be followed by other political parties to open up opportunities for voter participation widely and build a healthy party system for elections with integrity.
